Tulfo claims that a'miscommunication' caused a large crowd to flock to the DSWD


MANILA, Philippines – Department of Social Welfare and Development (DSWD) Secretary Erwin Tulfo blamed miscommunication for the large crowd that flooded the department on Saturday morning after he announced that indigent students would receive P500 million in financial assistance.

"What happened was a misunderstanding. It was a misunderstanding somewhere along the line, okay? It was fine with me when I was told, 'we are okay, Secretary, we can have walk-ins.' We are currently recalibrating every minute."

Tulfo explained that while online registration for assistance was the priority, he received complaints from people who did not own cellphones or computers. Regardless, Tulfo stated that people will be processed, but they will have to wait while the DSWD adjusts its processes.

Tulfo stated that this was an ongoing DSWD program before announcing it.

This is the DSWD's problem educational assistance is provided every year. But I'm not sure if this was a secret or if it was simply not announced educational assistance is provided at the start of each semester.

The DSWD Secretary also stated that he considered distributing assistance at the barangay level, but received feedback that people would prefer to receive it directly from the social welfare department.

They prefer to get it from the DSWD, so there is no favoritism. Tulfo also stated that the DSWD may delegate the distribution of cash assistance to municipalities.
